The House Rules Committee has announced that it will consider a rule making in order a second "minibus" appropriations bill in September that will combine the eight remaining appropriations bills into one. This will include the Agriculture, Rural Development, and Food and Drug Administration bill. Funding levels will be the same as those included in the reported bill.
The Committee said that members are required to submit amendments to this bill by August 25, and that the Committee will meet when the House returns for session on September 5. This process will limit the number of amendments that may be offered, but there is likely to be many.
The hope is that this process will result in a regular appropriations bill by October 1. With only twelve legislative days on the calendar in September, this is an ambitious effort, especially since the Senate Appropriations Committee has yet to report several bills. So a Continuing Resolution is not out of the question. We will continue to keep you updated as matters progress.
